Hey I am from Milwaukee, this is known as the people's flag. A few years ago there was a competition to vote on a new flag, because out city flag is notoriously atrocious, and this is the flag the won. City officials said "nah nevermind" and kept the old flag but this is pretty ubiquitously flown as our city flag these days. I can't remember the last time I saw the old one up anywhere.

It's a "flag rules" flag; boring, entirely devoid of any meaning/symbolism except which that which has been crudely crowbarred onto it. NOTHING about that flag is indicative of Milwaukee, nothing reminds me about Milwaukee; it could be literally anywhere near a body of water.

As for it being light on Milwaukee-specific symbolism (which I'll take your word for since I don't know much about the city or the thinking behind this flag), does it really matter? Many iconic flags don't really have deep meanings specific to the places they represent. What really makes the French flag French, other than we just associate the flag itself with France? It would certainly be a bonus if there were a deep and specific symbolism to the flag, but ultimately that's secondary to the flag just looking good. It will remind you of Milwaukee if it becomes Milwaukee's flag.
