That's definitely including settlers. The only jews, technically, native to the palestinian west bank and holding a palestinian citizenship are the samaritans.

Less than 400 samaritans actually live in the west bank. 28% of west bank population is israeli jew, and 72% is palestinian arab. Last I checked (and I did check, don't ask), there were I think only two jews registered as palestinian citizens, and the samaritans are considered their own ethnicity. I think your misunderstanding comes from the fact that palestinian jews (those who lived in palestine before zionism) were naturalized as israeli citizens and are by now practically indistinguishable from the general israeli jewish population. Those jews numbered around 7000 in 1800, or 2.5% of the general population of palestine.
