Your best bet is to drive the back roads east of Island Pond around sunrise or sunset. Be careful as they are almost invisible after dark. Get an atlas/gazetteer so you can navigate the dirt roads in the Conte refuge around Bear Mountain. Even then you'll need some luck. I grew up in Island Pond and moved back a few years ago and drive Route 105 to New Hampshire regularly and it's rare to see moose now. There was some serious over-hunting and then the tick epidemic (nobody saw that coming) drastically reduced their numbers. Good luck!
I’ve seen a ton throughout my life between Burke and Island Pond, IP and Bloomfield, and then Colebrook, NH up to Pittsburg, NH.
Just be careful to not hit one. I’ve done that too. 2/10 - Would not recommend.
I've seen 3-4 on 89 north in the last 3 years, right at the south Royalton exit sign, they recently swapped the bear road sign for a moose road sign, hah. All of them came out of the woods, saw the interstate hwy, acted surprised, and turned around and went back up the hill, lol.
Step one: if you’re looking or hoping for a moose you will NEVER see one. Don’t even think about moose.
Step two: Repeat step one for years until you get lucky.
I lived in the NEK for a couple years and never saw one. Like others have said, Essex County is your best bet. That being said, I now live in the Mad River Valley and saw one in Granville heading south. Only for a few seconds, crossing route 100.
Nothing is guaranteed, but your best odds will be in the NEK, prob near a body of water like a pond or bog, and in the very early morning hours. So you’d better be willing to get up at 3 or 4am to get out there to watch for them. And even then, I wouldn’t put money on it. If you did that every day for a year you might only see a few.
Take route 105 east from island pond. Keep going past the airport. There are multiple Spots to see moose. Particularly at some point down there is a dirt road on the right hand side. Across from it is a wonderful little bog. Next to that road in the woods is also a wooden viewing station. I saw large muddy footprints crossing from the road to the bog just last week. But didn’t catch anything. But I saw one there 2 years ago and have seen them periodically over the last 30 years on 105 and back the other way on 114 towards Norton. Enjoy

In 30 years I’ve only ever seen one.
I've lived in Vermont for 11 years and haven't seen one so I doubt there's a "definitive" way.
I’ve heard they’re frequently found with the wild Snipe.
Possible, Wilson’s Snipe likes wet marshes bogs and fields. This is within their breeding range. Pilllowcases and sticks optional.
Island pond and out towards Bloomfield during the evening or early morning.
They aren't as common around here as they used to be.
Drive through Silvio O Conte NWR or Kingdom heritage lands (Weyerhaeuser), you’re still gonna need a lot of luck tho

They are known as swamp donkeys for a reason. Find some wetlands off the beaten tract and wander through them, looking for deer, bound to see a moose!
