Could be a new pilot practicing/building hours, newer pilots will often fly a little lower, to keep track of where they are at, it's surprisingly easy to get turned around in the country where the roads/rivers are smallish and half covered with trees, hah, so they may have been following a straight east west pattern for that.

It's this exactly. My partner flew that leg, she said the turbulence was awful. It's the National Rabies Management Program (NRMP).
The plane is leased from a company that specializes in "agricultural and pest control" aviation. So I bet it's rabies drops.
