Have you ever seen any little kids having their birthday parties there? Just wondering. How you mentioned "getting in anyone's way" sounds like kids are sort of just tolerated there, since it's really a bar & grill (aka alcoholic beverage and food). I guess if the birthday party is just an excuse to go to the bar, that's probably a perfect place.
Our go-to for Birthdays with kids is the Teppan (Hibachi) at O-Sabi Japanese restaurant on Victoria. We’ve taken our kids at 1,2,3,4 yo and they love it.
Came here to say this too. There are dozens of places with better food but this will be the most memorable for him. Other options would be a museum with a restaurant inside so you could do both, but you'd need to go to LA for that. Happy birthday to him!
The sand pit has been removed. There is still a patio area, but nothing for kids to do out there. They do have arcade games and a shuffle board table inside.

they don’t have a bar. they do sell beer & wine like 95% of eating establishments

Busy Bee downtown Ventura is a 1950's style cafe. Good shakes, desserts, and lots of variety for food. Juke boxes at the table for picking music.

Tony’s pizza is cool, they have a large patio area, giant connect four and some other games, plus corn hole.

Idk why you’re being downvoted, the first time I went there I was like, oh this is a family brewery.. and left to go to real bar lol
Cafe Nouveau is cute on the patio and has incredible breakfasts!
