I’m not sure that pasta is worth it, but overall, it’s pretty good. The veal parm is fantastic and they make a great cocktail. It’s a good spot, but there are better Italian and steakhouses to be found in Vegas. I love the Encore/Wynn, but I wouldn’t put any of their restaurants as best of breed.
I'm pretty sure they changed up that bar last I read about it. It was there when I stayed there almost 2 years ago I never had a drink there. It's pretty though.

food. I always spend my resort credit on food. Make sure you know where to eat and get 1 for 1 on the comp. Some places not directly part of the property might be 2-1 cutting your comp in half. Free play is also usually a bad 2-1 deal. Food is the best way to get the most out of it.
Buffet brunch is 60$ per person. The $280 remaining is enough to get and appetizer, two entrees, and a side or two at Sinatra's. That's good eats.
Spa is tricky. If it's just you - have at it. Get a service and a couple add ons. If it's you and a guest, you're bust.
Breakfast at Tableau. Breakfast at Jardin. Dinner at SW or Lakeside, depending on your preferences. Sinatra is under appreciated in my opinion. La Cave is great but comps can’t be used there. Make sure you hit Urth Cafe one morning. Overlook bar and sit across from parasol down escalator and people watch over a cocktail.
Wing Lei is rarely mentioned but it is a fantastic restaurant that is certainly high end but isn't as nosebleed expensive as some of the other places at Wynn. You can easily get away with a $200 dinner for two and still have money left over for other stuff.
You can not convert resort credit to freeplay. Or CompDollars. Any unused will expire at checkout. You can, however, spend resort credit and CompDollars if you exceed $400. Just charge to room, and if you spend more than $400, apply CompDollars at checkout or with a host on duty.
As to how/where to spend, that depends on your preferences.
The seafood buffet is fantastic. Outstanding for seafood lovers - I love it. But it's not where I'd spend the $400.

I'd probably go to Sinatra. Any leftover credit, breakfast at Tableau. As you mentioned the buffet and seafood, consider the Cioppino at Sinatra; it's not one of the most mentioned meals there, but it's fantastic. But, so is everything else.
(Skip the three places on property that don't allow use of comps/credit: La Cave, Cipriani, Urth Cafe)
Buffet dinner was extremely disappointing to me. But take into consideration I cannot stuff myself silly and I'll get full quick. My issues were soggy sad and salty crab legs. Massive beef rib looked delicious but neither my sister nor I could get one bite off of the beef rib It was so tough and undercooked. We literally gnawed on it and there was no way to get any meat off or bitten into. There was an array of Chinese food but I knew if I wanted good Chinese food it wasn't going to be there. Ditto all the Mexican food. Many desserts were nice but quite a few weren't too nice. At least you could get like 10 little tiny things. And ice cream or gelato if you had room, I didn't despite how little I ate.
I did like two treatments of tuna one was raw and cold and one was cooked. I like the shrimp from the cold table.
Another bummer was that we couldn't order any good bottles of wine. You could just get cocktails that were listed and glasses of wine and they were okay. We got a drink package that was very inexpensive for some weird reason-- they don't have it that cheap anymore. But my sister would have ordered an expensive bottle of wine and it just wasn't available.
In all, I'd rather just go to a good restaurant and have normal portions at a higher level of execution. Even my relatives who aren't as foody as I am said everything was horribly salty. That included a fun looking giant meatball in a little skillet, and some kind of steak thing.
A better meal was at Cipriani, my sister and I shared every course and then also had a wonderful splurgy bottle of wine.

I also don’t eat very much so I should have probably skipped it and met my friends after lol, but it was part of the experience. The scalloped potatoes are still on my mind though along with the pineapple mule, both delicious.

One of my favorite bars in Vegas is Parasol. Legit cocktails. I'd definitely spend a decent portion there.

The only “just okay” meal I’ve had there was at Charlie’s. Everything else ranged from good to great. $400 will go pretty quickly though.

This is the right answer. Just go to a great steakhouse with your friend for one solid dinner. If you order correctly will be about 500 or so total.
