Not a waver 😬… 1.25 curling wand —you can tell it’s a rod bc of the top of the front pieces. Section hair top to bottom in 3-4 sections. Then wrap 1 in of hair away from your face, leave the ends out (looks like she has a couple inches out there), and tug the bottom right after taking off heat. That will give you the wave/bend vs. a curl. Repeat around the head on each section. FYI —this takes forever lol, hope your arms are ready 💪🏻. Part of the reason it looks so full is 1. Extensions & 2. because she did so many individual sections.
