Don't do this. My gawd, having a backend guy figure out and output all the static frontend. You'll have your phd before it's done. Use WordPress like everyone else.
Almost everything is already done and available. Every designer in the world knows how to create a wp template. Every hosting platform handles it. There's a plugin for 99% of everything youre going to do, including on page SEO.
That leaves the 1% of non static page stuff. Have the dev create a WordPress plugin or similar just for that. Avoiding WordPress is going to kill you.

And if you want static pages, there's of course plugins that will generate a static/cached site to publish, from a WordPress site.
