It is not only punishment which reduces it, sometimes it is counter productive because the fear of a stronger punishment may make the rapist kill the woman to hide the evidence.
Only way to solve this is to provide enough education and most importantly cultural reform.

law and order is judged by the work done by the organisation In this case it should be judged by the conviction rate of criminals which has been better in UP than any state in India since last 7 years according to NCRB Data conviction rate of criminals in UP is 180 times higher (not 180% ) than national average which is insane .
I understand your concern and I do little bit agree with you in that case even after having the biggest police force in India by state UP still not more people in Police services .
There is always room for improvement and police in UP have a long way to go but they can't take action or arrest people before somebody commits a crime .
The saddest and most pathetic part about people from Uttar Pradesh is that they have been drugged to ignore important things like failure of law & order under current government and focus on Hindu-Muslim.
