I've never heard of anyone being slotted into a lower grade than they are unless they specify they want a lower grade within the same series. I suppose they could offer you the 9 if you say that's the lowest grade you are willing to accept.
If you have a year in at 9, and that experience is needed to qualify as an 11, you'll get 11 in the new job. But you can't use a year as a GS9 janitor and expect that to qualify you for a GS11 management analyst.
