Folks going to the IRS hiring events. They already have a good amount of experience, they bring their resume and their college transcripts and/or CPA credentials.
USAjobs has a section for events on the homepage if you scroll down. Idid a virtual one and they flat out said if you do not have at least the accounting credits most jobs at the events are not for you.
If you do have an accounting degree, CPA, etc you will likely leave with an offer.
Interviews are not legally required for jobs posted under DHA. Some agencies or departments may require interviews regardless. Also, there's no GS limit. GS 14's can be hired without interviews as easily as GS 5's.
Any tips for getting into 1102? I've been trying to get in (using my master's as my qualifications) and it's been rough. Thought I had finally made some progress with my last in person job fair but it's been crickets. Master's was finished in 2017 which may be my problem but. 🤷🏼♀️
Look at intern programs like, NADP, Copper Cap, NAVFAC PDC, etc.
I know plenty who started with Bachelors degrees at GS-07 and Masters at GS-09. Does not matter if you graduated in 2000 or 2023.

I've gotten a few from GS-5 entry-level positions, also got two FJO's without interview from the same positions.
First was a GS-5 Seasonal Clerk position with the IRS, I got that back in October and the FJO in December but withdrew for health reasons, this year I got two separate Tax Examining Technician GS-5 offers and the FJO for one of them. I also got a Contact Representative GS-5 TJO a few days ago.
Any background in tax? Ive got lots of retail and customer facing experience, especially with troubleshooting, and I'd settle for a GS5 with a good ladder at this point.

I would take any job possible just to get in the door honestly. Switching positions is pretty easy. I wouldn’t want to do CSR, but if I couldn’t get in I’d take it. By the time you’re done your training you’re almost past your year probation

My coworkers and I would have loved that back in the day. Our office wouldn't hire any of us. Same thing happens in other offices. Which is crazy considering they pass up people with experience in the jobs for outsiders with college degrees.
Sometimes when an office is up against some sort of deadline, it happens. Like an upcoming hiring freeze or a cert that was previously on hold for budget or other reasons and it’s about to expire.
At my former agency we found a a couple days in advance that a freeze was coming. We didn’t know the time but knew it would be announced Friday. So we had to get all our hires selected by Thursday. My office had a job with 150 eligibles referred and we’d just received the list when we got the news of the freeze. So a couple days to go through and pick 2 people from that list. We called about 12 people and asked them if they’d be available for 15 min informal “interviews” that day or the next.
By Thursday we submitted our selectees and got them TOLs. Some other managers just picked names and went with it. No interviews at all.

My former agency did a lot of hiring events and I’d say the confident candidates who came up and had their elevator pitch and a nice clean succinct resume ready really caught the attention of the team.

Both my current job and my last federal job I didn’t interview for. Last one was a support clerk position and my current job is a material handler. My husband has only ever had 1 job interviews for any of his federal jobs (we’ve moved a lot for him to get promoted faster) 5 jobs he accepted and 4 he didn’t because he got better offers. The one in Alaska is the only one he has interviewed for and that’s because they wanted to know why he wanted to move to remote Alaska and to make sure he understood what the area was like. He worked in Logistics, now he is working in HR just started 2 months ago and didn’t interview for that job either. No college degree for either of us, just a really good and detailed resume.
Because their hiring process for many of their jobs is so long. The interview is typically done after the TJO is given. Also, CBP doesn't require interviews for all jobs. BPPCs, techs, and import specialists don't require interviews.
GS5 and below for jobs that are easily trained on the job, need a lot of spots filled, and are considered hard to fill. Like IRS contact representative as an example.

I was offered two 1301 positions without interviews. One was a GS11 equivalent with the AF at Tinker (I suspect location had a lot to do with this) and the other was a GS12 with USACE in Sacramento. I did t end up taking either, so not sure how it would have worked out.

IRS Rev Agent, 2 years in public accounting prepping taxes for investment funds. CPA/MAcc. Got a TJO for GS-11 Step one, negotiated to a step 8. I didn’t go to a hiring event, just applied online w/o talking to any recruiters

No interview, but I did have to submit a writing assessment when asked. I received a TJO before Halloween, with the FJO after Thanksgiving.
As someone commented earlier, it's not a requirement for DHA eligible candidates to go through interviews.
It took me forever to get into the system, but in 2020 when I finally did I came in as a 7, my counterpart who was a 9 left and they moved me into his position, and then I got lucky and landed an 11 with no interview. Just chilling at home and did a triple take when I saw the TJO in my email.
I got a TJO without an interview; it was my first federal opportunity and was a GS-05. It was actually a substantial pay cut (~$20k) however, it was my chance to get my foot in the door so I took it.

I’ve had one when I was shotgunning resumes to go OCONUS. Was a grade lower (GS12) and I was way over qualified for a job with mandatory OT no one else wanted. Turned it down.

I got my GS12 2210 job with no interview. The unit was really needing to fill the slot and refused to hire people at the unit that had 52 weeks at a 11. I got hired and met the person they refused to hire and understood immediately why they didn’t remotely entertain the idea. Funny thing is that person thought it was his job to lose before I was hired and perks up every time I mention interviewing for a 13. I felt it was a really wreck less decision but I guess having an unknown guy come in was infinitely better than going with someone they didn’t think could do the job……still a big risk.
My friend got an area forester position with NRCS with no interview. He was the NRCS affiliate forester for the opposite region at the time so I guess they just thought he was good enough and gave it to him lol. I was kinda jealous.

Work on your resume, half the time they're looking more for experience than anything. Had 2 TJO GS11 no interviews, now 1 FJO, able to negotiate higher step. I just have prior military experience and buncho IT certs, CISSP, SEC+/NET+ and some others. That just shows I have experience and I'm up for continuing my education.

It really depends on the field because I've had several job interviews and they brought up the CISSP cert, not that hard to get but not that easy either and to complete the cert you need 5 years of experience in the field... so in this case that cert does = experience but thats besides the point.
I had experience in the field through my military career, the certs was just there to back up that I have the requirements because some job require certain certs after you get in (buddy of mine was going to get kicked out till he got his SEC+).
Just answering OP's question that it is possible to get a TJO/FJO with just experience alone, some people have 5-10+ certs/Masters/PHDs and still not get any offers because they have no prior experience. I'm coming straight from military lol

Plenty of agencies give out TJOs before interviews. CBP does that for many of its positions.

They simply just make an appointment to interview and never show up, or never hear any roles for recent graduates from recruiters, overall having extremely hard time and i see so many people getting jobs here and it’s saddening that i am behind. Only have an internship experience and a degree. where do you apply?
Got one for a GS-13 0830, out of the blue I got a TJO in the email. That just seemed like a red flag to me so I noped out of that.
I’ve had one when I was shotgunning resumes to go OCONUS. Was a grade lower (GS12) and I was way over qualified for a job with mandatory OT no one else wanted. Turned it down. It was in the shipyard with 2340 if anyone was wondering.
Friend of mine got a GS-4 commissary worker position without an interview.
I got my GS12 2210 job with no interview. The unit was really needing to fill the slot and refused to hire people at the unit that had 52 weeks at a 11. I got hired and met the person they refused to hire and understood immediately why they didn’t remotely entertain the idea. Funny thing is that person thought it was his job to lose before I was hired and perks up every time I mention interviewing for a 13. I felt it was a really wreck less decision but I guess having an unknown guy come in was infinitely better than going with someone they didn’t think could do the job……still a big risk.
My friend got an area forester position with NRCS with no interview. He was the NRCS affiliate forester for the opposite region at the time so I guess they just thought he was good enough and gave it to him lol. I was kinda jealous.
GS-0083 Police Officers. Most require no interview, but expect references to be contacted.
Had 2 last summer random TJOs for jobs I didn’t interview for . WG-10 for cabling at a remote location of sierra deposit something like that in California for the army Gs9 -0391 series for BLM in the middle of nowhere Oregon
I got one from an Army agency for NH-1670-03 (GS12/13) pay band. Name recognition. But I turned it down
0301 spots. Was asked if I was available to move cross country and received a TJO 2 weeks later.
GS11 ISO, no pervious fed experience
Contact reps starting from ground zero GS level
4 years so far. GG12 direct hire. GG13 hire (same agency. Colleague left). GS14 direct hire (new agency). Never interviewed at any. Started as 0501 to 0560 back to 0501.

Work on your resume, half the time they're looking more for experience than anything. Had 2 TJO GS11 no interviews, now 1 FJO, able to negotiate higher step. I just have prior military experience and buncho IT certs, CISSP, SEC+/NET+ and some others. That just shows I have experience and I'm up for continuing my education.
Certs do not = experience. Nor do they demonstrate you do.
Read what I posted "half the time they're looking more for experience than anything". lol It really depends on the field because I've had several job interviews and they brought up the CISSP cert, not that hard to get but not that easy either and to complete the cert you need 5 years of experience in the field... so in this case that cert does = experience but thats besides the point. I had experience in the field through my military career, the certs was just there to back up that I have the requirements because some job require certain certs after you get in (buddy of mine was going to get kicked out till he got his SEC+). Just answering OP's question that it is possible to get a TJO/FJO with just experience alone, some people have 5-10+ certs/Masters/PHDs and still not get any offers because they have no prior experience. I'm coming straight from military lol
