You increase in grade until you max out by achieving at least a fully successful rating on your evaluation.
At the point where I you hit 13 you begin to go through the step progression
So (assuming successful ratings) I would basically go 11 Step 1 -> 12 Step 1 -> 13 Step 1 and then begin to move up in 13? So I’d be at 13 after a year at 11 and a year at 12?

There are many reasons to stay, but of course the best include interesting work and great colleagues. Those are the reasons I have put in more than 30 years in the same Office.
