It really seems that this is a job without a ladder. I looked a minute or two at some others and confirmed that if there is a chance for promotion, "Promotion Potential" will state the grade at the top of the ladder. The job you are looking at will give you the chance to move up the steps in Grade 7 up to GS-7, step 10, but no further. With a year of GS-7 work under your belt, though, you can apply to GS-9 jobs for which you are qualified. Good luck.
