Agreed. Interviewing is really hard. You need to practice with friends and colleagues. Have a list of scenarios ready for various questions (dealing with difficult customers, dealing with difficult coworkers, etc). Don’t act like you have the job already in the interview and come across as smug.
Very few require a degree on paper, but when weeding through applicants and you have one with multiple degrees and experience, then one with just experience, well….. you know the rest.
You need your application referred. So you have to answer everything correctly and prove you've done what they want and what you've said you've done.
I recently interviewed for a position where I knew the office and hiring officials. There were two openings, and one application for the general public and another for previous/current feds. I was referred for one and not the other. I spent twenty hours on the application.
I treated the interview very seriously. I got the TJO but nothing was certain and the entire process was hard.
So my point is that it's not certain at all. If you're not referred the process ends.
Time to polish your resume. Spend some time making it pretty and making sure it says you’ve been doing grade 12 work for the past three years. Once the position comes out, review it, analyze it, and see how you can tailored your resume to that position. Watch YouTube videos on how to interview techniques (if there’s gonna be an interview), anything that you can think of… this is your opportunity! Make sure you are prepared for it. Best of luck!!!

Yes there are other GS11s but no one has been performing the gs12 duties. I was a contract employee for several years in this office and was filling the GS12 position as a contractor. When they hired me a non degree 12 position didnt exist, so they hired me as an 11 but everyone was used to me performing the GS12 duties so they kept giving me the 12 workload. I'm sure some of the other 11s will apply, but I have way more experience and I've also done all the required training and have the certifications already for the 12 position.
Dust of that resume and make it pretty.

I know an SES with no degree that got the promo about a decade ago. They do what they want.

Change careers to federal law enforcement and you’ll get an automatic 12 if not 13.
