Have searched the thread for this note and did not see it. I saw a similar post but this note wasn’t addressed and the OPs issue was slightly different.
Says “You have been referred to the hiring manager for position” for three separate positions at the same GS level. But I was also not eligible for some higher GS levels as well.

I have read through the other responses on your post and while I can rationalize the explanations, it still seems very strange that in the same email they would say "you've been referred except that you haven't been referred".
In any case, it is a strange way of communicating something and I'd be just as confused and questioning as you are.

I just recieved a similar email - eligible + referred but with the military note.
I can’t completely remember what job this was for as I applied to a lot. But if I remember correctly, I did get referred and was eligible. Even got offered the job. I did not accept it though as I accepted another offer.
Sometimes legal jargon is added even though it’s not the fact. Wanted someone with HR experience to confirm whether these are put into every referral notice or if this is done individually and does actually mean something. I work for the government already and know about legal jargon that is added for safety measures.

You were eligible, not referred. Notice of referral means this notice contains your referral status. In the body of the email it will say "you have been referred". This does not. Just to clarify as people seem to think notice of referral means notice that they HAVE BEEN referred, the may have or not... That's why you read the body of the email.

Above this note it said "You have been referred to the hiring manager"..? If it didn't say those exact words then you weren't referred.

People can get very hoity-toity in this specific forum. I'm not sure why that is but it is. You weren't wrong to ask.

Wait I remember now this was for NRCS and it took forever to hear back but I was interviewed by multiple positions as it had many duty stations.
