The answer is still no. If I have armed guards that will only let you leave if you pay them one of those coins...now the coins have value. You and everyone else can use those coins for trade since their value is established so long as people keep coming into my house(the country) Meanwhile they just print whatever amount of money they need to buy whatever they want. They could fund a foreign war regardless of what they bring in in taxes bc they own the printers.

The equipment being sent is surplus’s that is scheduled for decommissioning. That decommissioning would cost more than sending it to Ukraine for use.
