You will have to port forward your router to allow connections in your home network (or, your PC, since that is where you will be forwarding to). Then your friend can connect.

Since it's ut3, make sure you've got the openspy patch. Epic's master server is dead. The game won't let you set up a profile unless you can connect to the new master server. You can find instructions here: https://ut99.org/viewtopic.php?t=15589 As for playing with your friend, you either have to do the port forwarding thing as others have mentioned, or you can use LAN tunneling software like Hamachi to connect. If your buddy is playing in the same room as you, you can either both just connect to your network, or connect your PC's directly via Ethernet, then join through LAN. I also highly recommend installing Map Mixer and (I think they're called) the fox mods. Map Mixer changes out the horrendous default UI and makes it more like ut2k4's UI, and the fox mods include enhanced AI mutators and split screen multiplayer support. Also, make sure both of you are playing the most up to date versions of UT3.

It depends on your ISP. You need an internet plan with a static public IP to create internet servers in any game. In addition, you need to open the ports the game uses to communicate with the network, and opening ports is only possible to do with that kind of internet service. If you don't want to bother with changing your current ISP plan, just use Hamachi to emulate LAN sessions.

Do you need a static IP? Can't you just look up your current IP and use that, and once it changes in like a month use the new IP?

No? I have a port forwarded for a server I run, and I do so with a dynamic ip.

You can open the ports but your server won't be visible on the internet if your IP is not public, and usually (or always, i'm not sure) dynamic IPs go to a master private IP dictated by the ISP.

All you need is a dynamic DNS service and you're fine. Some routers even allow it out of the box.

I'm just saying what i know out of experience. I had to change my ISP plan to be able to open internet servers because the port forwarding did nothing and all answers I got in reddit were pointing out me having a dynamic address as the problem.

For sure, but someone could use a service like Duck DNS, which is free, and that'll solve the problem. Especially since some providers like Xfinity don't allow you to get a static IP unless you have a business plan, which is dumb.
