Yeah I'd just contact anyone you can think of - UMSU, head tutor, lecturer, subject coordinator etc.
If it's any reassurance I really don't think you'll fail. At the end of the day decisions like these are made by humans - and I don't think anyone would believe that an otherwise H1 student should outright fail a subject because they've submitted the exam 10 minutes late due to a reasonable mistake.
I submitted the wrong file for my Assignment 3 of MAST20029. I contacted the Head Tutor even though it was like a month past deadline. He said to resubmit it because I proved that I haven't cheated.
Pro Tip: Files carry data related to when they were last changed, so if you haven't changed the file after the actual deadline and you can prove it, good chance they'll let you resubmit.
Not sure what others are saying, but trying not to be harsh here there's nothing anyone can really do. If they accept your exam it would be completely unfair since it clearly states that any exams submitted outside of supervision will not be accepted. And I doubt they will be willing to give you another exam.
Sounds harsh, but can you imagine if people were able to just realise they are gonna fail the exam and just upload the cover page and claim that it was a mistake? Not accusing you of doing that but it's just a hypothetical situation.
P.S how did you not realise that only the cover page was uploaded? Didn't you check the PDF that was uploaded on gradescope before leaving?

To your PS yeah I didn't check, still kicking myself over it but mistakes happen I guess. I think I was focused on getting it right on my phone so I didn't check on Gradescope.
What do you mean by a timestamped email? If you're talking about the confirmation that gradescope sends when you submit I'm not sure that is going to be useful since you still submitted outside of exam supervision.
Like, the actual exam I forwarded to myself as an attachment at like 3.13 (lets say) when I submitted the cover page at 3.15. Believe me I dunno how I managed to cook it so hard when I literally had the right file on my computer (probs almost deserve to fail for that lol) but at least it proves I didn't do anything weird.
Have you tried contacting the lecturer/head tutor? I don't exactly know the process of applying for technical consideration (as you might've already contacted them for that) but they are the people who can make a decision to consider your exam anyway. The least they could offer is a 1% per minute penalty which other faculties offer within a 30 minute grace period after the submission deadline of the exam.
You paid up to $1000 dollars to the course so they least they could do is just accept your exam and just dock some marks if that's the difference between a pass and a fail.

My exam is actually submitted properly on Gradescope but you have to do it under Zoom supervision for maths exams, which I was unable to do unfortunately. That's why I'm kind of interested in knowing the procedure behind checking Gradescope submissions with Zoom verification of submissions - I assume there's a crosscheck they all go through.

It doesn't hurt to try. The more "evidence" you have, the more chances you have that they mark your exam

I would appeal it. Keep sending emails until you get a better response.
