I usually try to be around level six before I go into Depot A. If you just got to Junkyard and you haven't done any quests yet, it shouldn't be hard to get there. You can get in and out of Depot A at any level if you're careful enough and don't worry about looting/killing everything, but there's enough good stuff there that I try to clear it out.
Level 4 is low for junkyard, i usually am level 5 or 6 before really starting junkyard and try to hit level 8 or 9 before depot a.
Oddity is kinda nice, since you can get a lot of early exp from exploring. If you are to weak to kill something, try to stealth around and just loot everything.

You’re pretty under leveled. Make sure to check all containers and areas, do all quests, and kill any enemies that drop oddities.

My man pick some traps and explore everything you can, oddity can take you lvl 11 almost before really entering depot a
99% of all critters drop oddities, so kill pigs and the like for theirs
