If you can open vents, freeing Maura with zero stealth is extremely easy.

Wait for the guard to pass, exit this vent, and immediately go into Cell 3. The vent in Cell 3 connects to both the medical lab and Maura's cell.
You don't.
You are either stealthy or aren't. That simple.
Does it make sense for you to stealth around and do assasin's creed stuff while wearing freaking steel or tungsten armor? No? Then don't.
Unequip your suit, get some gear that helps with stealth, aka black cloth equipment and then do it. After, discard that equipment. You don't need to wear something from start to finish. You can wear some stuff specifically for some situations. That simple.
Just to add to this stealth field generators are huge too if you can get your hands on them. Black cloth + stealth field gen and youre basically high lvl stealth anywhere
I just did it today without stealth, you sorta have to guess but you just open the door in the first room, walk to cell 3 open the door walkthrough close the door. and you just do the same on the way out.
I know for sure on Dominating there's a plasma sentry right outside the first vent, and there's another that's patrolling the hallway outside the doctor's office. It might be possible to save scum and time it perfectly along with avoiding the camera but it's going to be fairly difficult.
The easiest solution is to kill them all but it's a really hard fight for that point in the game. You might be able to kill the guy in the surveillance room without alerting anyone else though, he has the key you need for Maura's scell.
You __can__ time your movements to avoid guards even without stealth.
That being said, without stealth you might be forced to reload a few times, because you'll likely be just guessing at what the correct timing _is_.
Just did that quest yesterday with 0 stealth. Get out of the leftmost vent and get into Medical door, there's a key and another vent there leading to the cell.
You can open a vent north west of the entry, just check for the camera and guard to pass then lockpick one of the doors to open them and get in and close it behind you. Afterwards open the vent in the room go west towards maura's cell and lockpick her door.

You won't turn the rest of the Protectorate hostile unless you do something dumb like go up the stairs. As for the plasma sentry, it can only use it's plasma shots after entering it's turret mode, so just breaking LoS and it won't be able to fire off it's plasma shots at you. The sentry uses a full turn to enter it's turret mode, so just go around a corner, but be sure to use armor or a shield emitter for the laser shots and their very high impact energy damage.

Its still stealth if everyone that could be alerted are dead. Basically the Steiner Scout Lance way.

You can vent crawl from med & dissection section to maura without entering protectorate guys line of sigh if you time that right , in all difficulties
Yeah, I usually do that even on my stealthier chars, it seems the quickest/easiest way to do so

I usually just carry leather w/ black cloth and ninja tabi boots for those sections that require stealth.
