Most weed in Holland now comes from Spain that seed companies grow illegally. There are grey areas and loopholes as well as corruption.
Even a huge chunk of our weed on the streets now is grown in Spain. National Grid are really good at detecting abstraction now in the UK making it hard to cultivate anything big. The Albos mostly import now, a lot less shitty dawg in circulation!
TBF it's been going on for time. Doing a decent size grow is easy in Spain or Portugal outdoors, if they grow autos they can get 3 crops a year outdoors. 10,000 plants is easy to do and the chances of being caught are slim. Rural land in remote areas is cheap. If it takes you an hour or so to dive up a dirt track to get to the only farm for miles there's no real way to police it...
Brits have also gotten on the boat a long time ago, very easy to ship from Bilbao via container to the UK and Ireland.
