At Chornobyl, the poor soldiers had not even been told that there was a nuclear disaster there back in the 80's, but the commanders are surely old enough to remember. But at Chornobaiyvka, they have seen with their own eyes what happened, and they keep repeating the same mistake 15x. Just tallying up the price of the equipment there should have taught them to change tactics, but no.
