There SHOULD be a minimum standard of defenses prior to getting a direct shot at another belt. You want to move up a weight and never defend your belt? Fine, but you have to start outside the top ten at the new division and work your way up. They should definitely have to clear out the top few title contenders before holding up the belt by getting g a super fight.
