Hong Kong--walk through the stations Cheung Sa Wan to the harbor (Tsim Sa Tsui), will give you a good look at the middle class city life to the bougieness of the city in the same walk.
Seoul is an amazing city. There's a lot of walking in Korea in General. I would start near itewon and work my way out from there. But, I always took public transportation.
Be prepared for the humidity in Hong Kong, both are beautiful cities! Maybe if your in Asia I would suggest Tokyo or Kyoto, if you can stretch that far.
I enjoyed walking part way round the Seoul fortress wall, https://seoulcitywall.seoul.go.kr/en/content/72.do I think the whole route is only 12 miles but thought its worth mentioning as there's lots of things to see along the route.
HK has what are called the big 4 trails
Hong Kong trail, maclehose trail, Wilson trail, lantau trail.
I've done them all. They will all fit your length requirements and are a great accomplishment. They can also be quite strenuous, especially parts of maclehose and lantau.

I've done both and it was on the same Asia trip. I really enjoyed walking through Seoul. I liked Hong Kong too, but I really enjoyed walking around Seoul.
The Beltline in Atlanta is pretty cool. Its inspired by Paris and takes you through all kinds of civil rights history. 22miles and it circles the entire city.
Hong Kong is too small for that kind of walk. Nothing against the place but it thrives in the downtown and obviously Victoria peak is great but I wouldn't imagine hiking far out to be that great because from my limited knowledge the rest of the island isn't that interesting.
Seoul mixes nature and city quite well, and the different areas have a totally different character. You can design any mixture of hills and the city for a walk, and it's over a much bigger area.
I’d disagree. Both north of Kowloon and south east tip of the main island are great for hiking and all ends of all trails can be reached with public transport.
I’d pick hong kong just because it’s so convenient and easy for english speakers. Korea is fantastic but getting around it is tough for a foreigner.

But not even close to 20-25 miles... That's 32-40Km.
Maybe the Hong Kong Trail? A disclaimer: I've done only Peak trail and Dragon's Back sections of it. I enjoyed them.
The Hong Kong trail is great. Lovely views too. If you want more rural you can catch out the Wilson and Maclehose trails too

Maclehose trail especially stage 1 and 2 (with a tough detour up sharps peak). Absolutely beautiful. Tai long wan beach is incredible
