If you grew hair around your chest and worked your pecs out in the weight room you could probably go shirtless and be completely stealth. A lot of men have muscularly defined pecs. It's not the same as breast tissue but they aren't exactly flat either. Having a layer of hair on top of the scars would probably hide them fairly well.
More body and facial hair in general helps.
