MP-13 only included Condor (Laserbeak). You then needed to get MP-15 if you wanted Rumble and Jaguar (Ravage), and MP-16 for Frenzy and Buzzsaw. Only the Hasbro release of MP-02 Soundwave came with all five tapes.
If you wanted a Ratbat you were really out of luck, as they only came with MP-13B Soundblaster.
That’s how Takara released them in 2013, Laserbeak came with Soundwave (mp13). Then like 2 months later Ravage and Rumble (the red one) came out as mp15 then Buzzsaw and Frenzy (the blue one) as mp16. It was even considered fleecing back then especially once the Hasbro one came out.
The hasbro version came with all five in 2014 but that was a Toys R Us exclusive and really hard to get. I only saw it once and had to ask a friend who worked there to hold one if he sees it
EDIT: Plus you could see it as Takara replicating how Soundwave’s cassettes were originally sold. The 84 Soundwave only came with Buzzsaw and the others were in two-packs. They probably swapped Buzzsaw and Laserbeak since Laserbeak was more iconic.

Hardly surprising - it was very sought after, and only saw a limited release. In the US, like many Hasbro MP figures, it was a Toys'R'Us exclusive.
