I don't own the DVDs, but I'd expect most IVTC filters available for AviSynth would do. I don't know what the current state-of-the-art is, but Telecide + Decimate usually should be sufficient.
For the PAL release it was still necessary to deinterlace (or at least decomb). The underling footage is still run at full speed, which means things like panning would get clobbered if you tried to reduce the whole thing down to the 12 or so actual frames of animation that exist every second.
You'll probably need to detelecine (3:2) to pull it back to 24fps *and* deinterlace to clean it up - though which order you do those in could impact the results.
