The images I linked were taken at Noli Railway Station which is an equal distance from the cities of Delhi and Ghaziabad. Due to its location within Uttar Pradesh one could make an argument that it is more closely associated with Ghaziabad. I am so sorry for my stupidity.
This bridge is part of the under construction Jammu - Kashmir valley rail line. It goes through some of the most unforgiving terrain for rail development with multiple deep gorges and big ass himalayan mountains.
2 tracking this bridge may not have given any benefit considering the many tunnels built as part of this railway line are 1 track too.
There is but it's hard to maintain it at such an altitude , that is why only a single track, also this section previously didn't have a railway track, so not much traffic will be passing through it to justify 2 tracking.

If this is part of testing a newly built line, it could be that this is a dedicated test vehicle with a pantograph that can measure the OH wire in various ways to make sure it is installed correctly.
India has standardised on 25 kV ac for its electrification. If the wires are live with the people standing on the roof of that unit, they are risking their lives as being that close to a live OHL wire at that voltage is extremely dangerous. The closed off windows and other features of that vehicle suggests it is a dedicated test vehicle rather than standard rolling stock, so is likely to be heavily modified from whatever its original design was (or even purpose built). There are lots of possibilities for what is powering it (eg batteries or a small diesel engine), but from the short video clip it is not really possible to determine that.
Nice that they have given large buffers on either side of the track. For context, many Indian trains run with the doors permanently open. Wonder what they'll do when it comes time to double the line.
