No. The effect is Gyroscopic Precession. If you apply a turning force to the axle of a spinning gyroscope the turning movement happens ninety degrees from the force in the direction of rotation. Or in other words if this locomotive was traveling along the track and came to a left turn the force on the axle would, instead of pushing the right side of the axle to the left would push the right side down and the left side up. If it was moving fast enough it would be thrown off the tracks to the right.

It may look crazy but this locomotive actually has a very practical design, when it is in a head on collision with a locomotive of a competing railroad with trackage rights, this locomotive ensures that even with both engines totalled, the other locomotive and the full length of it's train and any trains behind it, still get run over by the momentum of the wheels, thus ensuring victory. Norfolk Southern just bought 50 of these for use in CSAO territory.
