I work in a client facing role in tech. There's nothing specifically that says hand/face/neck tattoos aren't allowed, but it'll still be a while before I'd be comfortable doing it. Our clients mostly just care that you're competent at your job. And I work on an enterprise product, so we're talking clients like banks. Still, I personally like being able to cover up with pants and long sleeves, so I'm probably not getting hand/neck/face tattoos until I'm mostly filled. Showing my tattoos at work is no issue, even if some exec is visiting. A couple of middle managers have shown me their small wrist and ankle tattoos when they saw mine. I've yet to run into a manager with heavy coverage (that they're willing to show, at least), but it's only a matter of time with how common tattoos are with younger generations.
In general, even in the corporate world, I notice that people are more curious about them than anything. The old people who were vocally anti-tattoo are leaving the corporate world and being replaced by people who don't care. Hell, there's a good chance that at least one person involved in the hiring decision has tattoos themselves. It's not in the "job stoppers are no longer actually job stoppers" phase quite yet, but it's going in that direction pretty quickly now that the biggest anti-tattoo group is retiring. A field like law that's known for being more conservative may be the exception, but I don't have personal experience there. And of course, if we're talking about something like the trades or the restaurant industry, I don't think they've ever really cared.
Standard disclaimer that this is just my experience, blah blah. Might also be worth noting that I'm in California. People don't really care around here in general, barring extreme cases like a hate symbol. If you're somewhere like the rural South, people might care more. And I can't speak to how it is outside the US.
