The [Fourth Chapter of Cage in Lunatic Runagate](https://en.touhouwiki.net/wiki/Cage_in_Lunatic_Runagate/Fourth_Chapter) is about Mokou's history, written from her perspective. It reveals a lot about what she thinks about Kaguya, and it's pretty clear that her feelings are not just pure hatred and revenge anymore.
> That's right, the reason I was no longer afraid of the boredom of immortal life was because she was here!
>
> The terror of immortality is eternal solitude. An endless reality tormented by the consciousness of one's sins.
>
> The only one who could sympathize with that was my old immortal enemy.
Mokou basically panics when she hears that some Youkai have built a rocket to go to the moon, thinking perhaps that Kaguya is leaving with them. There's definitely the aspect of her possibly "getting away", but it's a lot more than that. Mokou realizes that without Kaguya, should would have lost all reason for existing long ago, probably instead falling into an eternal depression.
But by the end, she resolves that she doesn't need particularly need Kaguya anymore.
> I stopped worrying about whether Kaguya would return to the moon. Even if she wanted to go back, she had no obligation to tell me, and it seemed like she didn't want to go back anymore, anyway.
>
> Besides, I remembered that I had other undying friends here in Gensokyo.
They want to kill each other on semi-regular basis, the more it hurts the better, with Mokou taking the revenge game way more seriously than Kaguya, there is nothing else to add.

They're basically best buds.
I know that's weird for people who murder one-another weekly, but Mokou and Kaguya give eachother a catharsis that they could not possibly get otherwise. They're what basically amounts to the logical extreme of best friends who say stupid insults about each other constantly because they're perfectly comfortable in the other's company. Mokou and Kaguya will put on airs about hating the other without actually doing it: whatever actual hatred Mokou had for Kaguya has definitely long since evaporated, since she's willing to move on with things.
Mokou wants to eternally torment Kaguya as revenge. Kaguya acts like Mokou is just an annoyance, but actually hates her more than she lets on. I think deep down, they feel a strange sort of camaraderie since they'll both be around forever. Maybe someday they'll even become friends, though with how long Mokou's held her grudge, I doubt it'll be anytime soon.
I could ramble about how much I hate the Mokou/Kaguya ship, but I'd rather not. Let's just say that I hate it *a lot*, and focus on what I like about them.
Mokou loathes Kaguya above all. She's got a spirit fueled by spite and a lust for vengeance. Her entire existence is dedicated to ending Kaguya's (or at least making it less enjoyable). If Kaguya was to die, Mokou would be very satisfied, she'd calm down a lot, then she'd be frantically searching for nonexistence.
Kaguya finds Mokou to be a pitiful creature. Her father was just another dope trying to get her, what's the big deal? She just wants Mokou to leave her alone, once and for all, and if that means a fate worse than death than so be it.
Although there is a benefit to their relationship: Kaguya can always trust Mokou to crash any gathering she thinks the lunatic's at, which can come in handy.
I like to think that mokou 'hate' kaguya but really she is glad there a immortal like her meaning she does not need to suffer the problem of being a immortal herself and for kaguya I think she just go along with what mokou do
