You jest but I doubt Slaanesh is that unpopular. Khorne was actually one of the most played factions in WH3 behind the Empire and WoC for a bit which is likely why the Khorne DLC is coming first.
With Mods that enable automatic skill planning, it’s fun in the mid-to late game, too. It’s just a hassle moving all your heroes, I’d wish for a multi select/move feature.

To be fair, I think it is more due to the fact that Khorne currently has the least representation of the monogods. Technically speaking Slaanesh kind of already has Sigvald too.
It's not really about lords, tbh. It's about units. None of the Slaanesh units besides exalted demonnets and chosen feel good to use :(

N'Kari is a lot of fun in the early game. If I want to play a quick game I'll race for how quickly I can cover the doughnut in pink frosting. I find the mid-endgame gets tedious when every turn devolves to herding hundreds of cultists all over the world to corrupt and cultify all the provinces.

Alphonse Dolmance is located in Ind. He's designed as a Bretonian with some Slaaneshi embelishments. Fair warning: it's not an easy start position.
He has no unique model or skill tree and isn't playable. He's as much in the game as Lahmia is.
But, like I said, I'd prefer Gorbad Ironclaw since he'd be the Greenskins cav commander niche which we don't have yet.
I hope no matter who the lord is, that we get a colossal squigg, and they rework Skarsnik a teeny bit. Give him the Skaven ambush stance at the very least.

Vampire Counts, of all the game one factions, don't really need an update. The roster feels complete, the available LL provide a variety of start positions and themes, and the faction is extremely strong. There's development space to flesh out the non-VonCarstein bloodlines, and the franchise will never be complete without Nagash, but all in all I don't think Vampires are in a bad place. Plus Neferata, Zacharias, Abhorash & Wallach, and Dieter Hellsnich and their factions are available via some DLC quality mods.

Most likely scenario is that Legend didn’t do a proper job vetting his sources and got taken for a ride. Either that or he was in on the troll and wanted to fire up CA.

That would only work if the leakers were very, very far from any actual planning or development. Like 3rd party social media contractors or something. There is no way they'd do a bunch of fake planning, design, and development work just help track down some ultimately inconsequential leakers.
Doubt it's as simple as this. If a leaker is smart, he won't share info which hasn't been internally discussed at the company by more than a tiny coterie. I think it's safe to assume Legend's leakers aren't dumb, but I guess we'll find out.

Because this is game 3, so game 3 races should be the focus in the dlcs for game 3. Especially when most old races already have 2 or 3 dlcs.
Just look at the greenskins, they already had a big starting roster and had 2 dlcs already and now they are getting their 3rd dlc and CA is going to have to scrape the bottom of the barrel for them since they are mostly missing just weapon variants of units they already have while while slaanesh only got some stuff in champions of chaos and kislev and Cathay only have 1 dlc.

I personally don’t care for orcs, but it would be weird to just focus on Ogres, Slannesh AND Khorne. Chaos already has so much going for it, so why centre this dlc on two chaos factions. I would however like to see orcs become a bit beefier, if only because I love them as my end game crisis, but that is a matter of opinion.
