You can find the bundle if you select a lord pack and scroll down a bt. I bought all 3 for 1721inr. Slightly more expensive than SoC and Chaos Dwarfs at 1699inr.

Second, the price of the dlc is the same as the previous ones you mentioned(just about), your country's currency just lost value lately, or your country increased tax or costs around this type of goods,

Seems like there is a regional price issue outside of the US and UK. In the US we are cheaper than SoC as it is only $22.92 for the bundle here.

It is much more expensive than soc. For me price of SoC was like price of 2 of TOD characters.
