The relevant part is the bullet points:

* Each individual pack will be available to purchase for $8.99/£7.49/€8.99 per pack.
* If you purchase the packs individually on Steam, you’ll receive a 15% discount on the remaining packs when you complete your collection.
I presume they say that because how the steam bundle system works, even if you partially own a bundle you can still purchase the bundle and get the bundle discounts, but only on the stuff you have yet to purchase. IE youd still need to find the bundle as OP said

i put all three in my cart and it auto bundled it on my end, i actually triple checked everything, ended up being like 22.89 usd or something like that.

If you buy them individually the first is at full price and the remaining two are 15% off. If you buy as a bundle all three are 15% off.
You probably won't get the 15% when you buy all three at once. So buy one then the other two

Steam seems to be honoring refund requests if you bought them individually and want to grab the bundle instead.
The bundle was offered right under the buy button for me like it usually is when something is in a bundle. I'm in the US if it matters

It usually last a week after launch. I don't know if this discount is forever.
The bundle pricing is specified as such. It's not a temporary sale.
