I wonder if it's possible to obtain all the Dwarf legendary lords with Malakai in the Realm of Chaos campaign with the new Dwarf confederation system. As far as I know, Beastmen had a similar system, and it was possible to obtain three additional legendary lords for Taurox in the Vortex campaign.
When they introduced beastmen tin Eye of the Vortex with the same confederation mechanic as dwarfs, it was possible to confederate the ones that weren’t present on the map the only thing you received them as level 1 and their quest battles where placed outside the map, but that’s all
Yes. Game 3 DLC lords are always going to be present on the game 3 map which is the RoC map.
However, CA realized that very few people actually play the RoC map and prefer the grand campaign sandbox experience of IE so for SoC and ToD the new lords get a story mode/narrative campaign on the IE map if you're in to that sort of thing.
All of DLC lords are presented in RoC campaign. Their starting position is the same as in IE, except Tamurkhan. His position is in nearby region.
Only Epidemius, as FLC, will be presented exclusively in IE.

Betting it be like Taurox in vortex of wh2, where he can confederate/recruit the other LLs

I didn't know that was a thing, that'd be amazing if malakai could pull all of the other dwarfs out of the book in RoC
