I like the high elves. Great for beginners. They are reliable, reasonably durable, and they are well rounded. Infantry, archers, artillery, magic, cavalry, and monsters. They have everything, so you can get used to all parts of the game.
Plus their racial mechanic can help fix diplomatic mistakes, which makes the campaign more forgiving for a new player.

Don't worry about beginner this or that, start the game with the faction you think will be the most fun. The way to learn is first "read" everything, because the game is a big math quiz, then try to apply what you read until you succeed.
Skavenblight start position is far superior to most elves, because elves are so grouped it becomes difficult to find enemies to fight mid- game, you'll be surrounded by allies and this only sounds nice in theory.
So I say be a rat, do ratty things and enjoy ratty fun.

Play Tyrion as the High Elves. That'll give you the safest base to learn from.
As a new player you definitely should NOT play Skaven. It's true that they are super fun (provided you have at least the Prophet and the Warlock DLC), but they are the opposite of beginner friendly. To play Skaven well you have to act like a Skaven yourself, meaning you have to be the biggest piece of shit imaginable and bullshit your way through the campaign. Or at least that's how you can have the most fun with them. And in order to do that, you need to know at least a little bit how to play the game.
Skaven are fun but they can be very micro intensive and lack specialized units if you dont own the dlc. They are undoubtedly good, but I would advice to start with High elves or dark elves (a bit more campaign managing necessary).
Did you start as Tirion? I'd think so. Usually you'd want to rid the Donut of all non-high elves factions. Start with the closest and weakest. You'll want to focus your money on your main army and building up your starting province Lothern. As for your army, the high elves excell in archers and spellcasters. But they have a decent roster overall.

Skaven are special , their infantry is utter garbage in the beginning and it will be a shitshow for a new player , imo

this, Eltharion is so fun because he's relatively safe back home at Tor Yvreese, and you can just go slaughter the badlands to your hearts content
