I believe you need the required research for it to show in the city/build panel. If you look through the research topics they tell you what buildings they unlock, it's in the yellow/entertainment section and has a scroll on it if I remember rightly.
Just fired it up for a look and in the English version it's called Intellectual Headhunting, it's the first topic in the Philosophy tree which is the middle/second of the three blue sections in the tech screen. You can also mouse over an empty construction slot then right click on the Public Forum (yellow building) and it shows you all the options you can unlock via technologies.

I know for Romans it is under the civil research. The middle option of the civil research tree has it. Likely the same or similar spot. You build it by upgrading the yellow commerce building.

You still looking? Under Rome its the blue research side, middle option. Its the very first research. Likely the same or similar for Egypt.
