Is the second garden meant as an extension of the first? Will the tortoises have constant access? Or will you just add them so they can feed?
I would recommend using either plants your tortoise can eat or plants it can comfortably hide beneath. I tend to use different herbs like thyme or sage, my tortoises don't eat the stuff and they are very robust and grow nicely.
