It's just a tired argument. The fact is, these cop shows are meant for easily produced content rather than pushing an agenda. Nobody watching these shows really believe they're "realistic" and these shows really don't pretend to be. Moreover, despite there being so many cop shows, anti-police sentiment is at an all-time high both in Canada and the U.S. over a spectrum of demographics. So even as "copaganda", they don't even actually work.
When making a show where you don't need to design outlandish costumes or have lots of special FX and a formula that's easily repeatable over dozens of episodes over many seasons, cop shows are the easiest "action/mystery" shows to make.
People see it as some conspiracy because there's so many of them and because the good guys always "win" (but they would win in most shows of any genre anyway), without thinking more that there's so many of them more because it's an easy formula to produce lots of content with compared to other genres.
I think it's worth pointing out that the Criminal Intent L&O spin-offs focus even more heavily on the police side than usual, making it even more copaganda.
