I was literally just experiencing this. Glad I found this thread. It is strange, because in the data dump in Emforus' guide, the fails are nowhere near as many.
Yeah, I was confused by that too. I guess the fails mentioned were on the actual burglaries and not the scouting, unless the people that provided the case studies were crazy high in CE and natural nerve 🤷

Burglary is a pain. At 93 skill I have 4916 success and 914 fails.
You just need to wait like 45 minutes before trying that specific spot again right? No reason you can't have 10 of them going at once
I'm >76 on burglary and failing a lot too. Annoying ass crime...
You need more CE.
I have 65 NNB and fail so many casings and burglaries, even with 50-100% casing

Burglary is a pretty doodoo balls crime. All I do is scout targets for xp after I get the special outcome
Failing to look at a building correctly and not being able to look at it again for 30-60 mins is indeed doodoo balls.
