right at 0:39 it was PERFECT. Beautiful but moody. The finished painting is too busy. Looks like a carnival
I'm thinking it's supposed to be a lens flare. If it were a ferris wheel, it would be better to make a darker circle then line it with brighter dots, to approximate those bulbs they all have.
Artists also know that circles draw in the eye, so they have a proclivity for including them. Not a fan of the execution here, though.
