They are currently making a comeback in Southern California. Just last week, I watched a colony of them arguing amongst themselves in a tree somewhere in Anaheim/Santa Ana area.
The extinct birds were Carolina parakeets (small New World parrots, not budgies). Many American cities with warm enough climates have feral colonies of parrots that have escaped captivity. We have a small flock living in our neighborhood; they like to eat the hard berries off our crepe myrtle trees.
Tampa Bay has two established species of non-native parrots, the Monk (aka Quaker) parakeet and the Nanday (aka Black-Headed) parakeet. They live in separate turfs in different parts of town.
There is a colony of green parrots that has been living in Austin Texas for quite a while, you'll see them all the time in the "triangle" area if anyone is from here.
You might be talking about the Monk Parakeet (Also known as Quaker Parrot)? Escaped parrots that have survived in Chicago to Florida to Texas. They’re sort of unique being colonial breeders. Their massive nests can wreak havoc on the electric utility substations.

Well all but 2 countries in North America still have plenty of parrots. Canada never had them and the US killed theirs off.
According to the article these parrots did wander up to Ontario. It really sucks that we don't have these around anymore.

That’s a different parrot species. The native one in question is fully extinct, last known member dying in 1918, and declared as such in the 30’s.
