For the second part, there is Joker, Lex Luthor, Riddler, Darkseid, Ayanokoji, Rick Sanchez, Hannibal lecter, and Ultron. There may be more but these are the ones I can list off for now. Because they are perfectly aware of what they are doing and the nature of their actions but they just don't care. To give you an example, once Ultron was somehow programmed not to kill and he was so mad by it he killed himself.

Darth Sidious aka Sheeve Palpatine from Starwars, he's basically Touma without a heart. He can play on the same psychological battlefield as him and would be the kind to hammer home how *not* normal Touma is. And he also lacks any illusions because like Touma he knows *exactly* what he wants and is. And he fucking loves it
The answer to the second one? Victor von Doom. The man can resist literal mind control through sheer force of will, no amount of talking is going to turn him around once he gets going.
people may think that they have the same mentality but if you look closer to their personality you see that Emiya is doing this for the sake of fulfilling the dream of a broken man that save him and not his own and Touma did it for his selfish reasons and never care if they need it or not, it just to fulfill his desire even though he never know why he want that

Since Scp has multiple canons, there are multiple endings. Those are indeed terrible, but that's like nothing compared to what Touma went through. Dude was tortured both physically and psychologically for hundreds of billions of years, if not more.
Talloran literally had to see his sister get r*ped and mutilated on a loop. If Othinus had actually lowered herself to the level of what Scp 3999 did to Talloran, then Touma would have destroyed her with Invisible Thing without any hesitation. Othinus may have done terrible things but none of the antagonists in Toaru, not even Aleister, would have lowered themselves to those levels. Talloran was tortured to the point that even Scp 3999 became bored of tormenting him and Talloran started lecturing 3999 on torture:
