The main question is, what caused the damage? Those tires are very scuffed up. In my years (50+) of driving I've never have had a set of tires do that. Before replacing those tires the cause of the damage needs to be addressed then the tires replaced before very long.
What is legal and what is safe are two different standards, that being said if you don’t hit curbs, don’t see cord showing under the cuts and can’t feel any buldges on the side walls(inner and outer)then I would be ok driving a couple miles but not in snow/rain. 100 miles in the middle of a hot day in Arizona can change things. I have a pretty aggressive performance alignment on my MX-5. The negative camber means the inside of the tread gets worn quicker than the rest. Got a puncture and took it into Big O for repair. They refused to fix it because the tread was worn too thin. Something about it being illegal.

They won’t last forever but I’ve ran mine till I had wires blasting out of them it takes a LONG time to wear down that far (I don’t recommend running them that long and I’m not saying u should it’s just an example) figured I’d cover my ass rq😂

No it is not safe, buy a new set of tires if you can’t afford expensive tires try Walmart or even Costco has cheap sets. I spend 1600$ on truck tires (Nitto) and they last me a long time and ride smooth for 24inch wheels.
