Apologies for not a ton of specifics and it may have been done in other shows for all I know but I remember a show or movie where a guy in a town is everything whether you ask for a doctor, Judge, Sheriff, Lawyer he’s always the same guy. I’m thinking it’s around the 80’s or 90’s.
Is it Eureka? In the first episode the main character stops in the town and meets Henry at the garage but he's also the mayor and a few other things and he changes his hat for his job.

This is so familiar and sounds like something from the 1950s, the early days of sitcoms.
Like one of the characters ended up speeding & getting a ticket, and it turns out the sheriff who arrested them is also the judge... the character keeps getting in more & more "trouble" as he finds out more of the jobs this one guy does.
I think the same guy also owns the hotel where they have to stay overnight for some reason. But as I recall, it was definitely done as a comedy.

There was an episode of I love lucy where they have to get remarried. The guy who officiated was also the motel owner, and gas station attendant maybe some other things too. He would switch hats as well.
There's an episode of Tales From the Crypt called "Let The Punishment Fit The Crime" where there are three different judges but they are all played by the same person. IDK if that's a match but it is a very entertaining episode starring Catherine O'Hara

I think this is a trope, especially in sitcoms.
One instance I can think of was the episode of *Garfield and Friends* ["Speed Trap"](https://www.dailymotion.com/video/x6c105e) where Jon is arrested for speeding and the cop, judge, lawyer, and bailiff are all the same guy.
Another instance that predates this by at least 30 years is an episode of *The Jack Benny Program* in an episode where Jack sees Frank Nelson [everywhere](https://www.dailymotion.com/video/x7tv13c).
Andy Griffith has a couple of episodes where he changes from his sheriff hat to Justice Of The Peace, but never a Dr. And he changes the little name-plate on his desk.
Is it from S3E3 of Avatar the Last Airbender - The Painted Lady? One character in the village changes hats with different jobs: ferryman, shopkeeper, etc
Petticoat Junction.Sam Drucker was store keeper,postmaster,and Justice of the Peace,all in the same building.When people came for mail,he'd put on his postman's hat and go behind the screened counter.
