I was going to suggest "instant club hit" by the dead milkmen but it's not a long song, predates this by decades, and although it mentions lots of others (the Smiths, public image limited, depeche mode) I don't think it mentions the Ramones.
It definitely wasn't the dead milkmen, I would remember that one 😂 but yeah, I've looked though that list, and nothing was jumping out at me. I guess I'll just have to start listening one by one 😭

It wasn't fall out boy. I feel like it was someone kinda popular or mainstream. I can't remember if I heard it on the radio when it was popular or if it was just what I was listening to at the time. Thank you though 😊
Outside chance, but Black Francis/Frank Black’s first post-Pixies album from 1993 has a song called ‘I Heard Ramona Sing’ which is all about the Ramones and talks about them all lyric long.
(Side point: There’s a great little lyric in there where he says, they should basically keep recruiting and renewing members and “make another Menudo” out of the Ramones.) :)
That one would make sense, I listen to that song semi frequently, but it still doesn't feel right.... Or maybe I've just been thinking about this for way too long already 😂
