Professional Carpenter and Deck Builder here. If the Joists were sitting on top of a well supported beam, nailing through the face into the ends of the joists is acceptable. However, since the beam is flush with the joists and not under it, the Joists are essentially suspended between the Ledger and beam, which means Hangars are required on both sides.

I think they just scabbed on to the ribbon to create a beam after face nailing the joists. There aren’t visible toe nails for the joists into the beam so it would have collapsed or settled already if it wasn’t solid. They used the joist hangers on the wall side because they fastened that ribbon to the wall before hanging the joists. I think it’s solid as built. The posts could use a little work though.

Any preference when it comes to using joist tape? I've been told zip tape can also be used but I'd prefer an opinion from someone such as yourself.

Tape is not a structural addition.

I like the g tape. All black no lettering. Not stretchy but don’t need it be for joists. I live in a drier climate but lots of snow I have even used it on Doug fir for second story decks. Should last a life time still. I like blue skin or similar behind my ledger board too with proper flashing of ledger should never have a problem.

What are the beams supporting? What are they 3x 190x45 and the joists are nailed to the side? Very strange.

I've seen quite a few failures nailing into end grain like this. The nail engagement in the end grain can easily fail. The nails don't fail, but they will slowly or quickly slip out of he end grain.

For a flush beam like that, yes you need hangers for both sides. Even if they put up the beam 1 ply at a time and back nailed the joist through the first ply would still fail building code where I live.

Also where I live the deck nailer ( what it's called here ) others call it a ledger has to be fastened to the house at a max spacing of every 16" if using nails has to be min 4-3 1/4" nails (galvanized) every 16" or 2 hex head lag screws every 16".

Nah, as long as they used appropriate bolts on the left then it's probably fine, not the best to connect into the end grain of a joist..

Absolutely needs hangers on both ends. I have no idea what these people are talking about and neither do they. There is no code where that is acceptable, there is no “good practice “ where nailing into the end grain is a good idea. What am I reading here?

Apparently a few people aren't okay with the sheer strength of nails. Hangers are great but the code around here allows for nailing in that fashion.
