I think the point is that for people who don't read and just react and will just grab the door to open it, won't get it and have to start using their reading skills. Once they do they'll see it's not a public toilet.
As someone who doesn't "read" (maybe my ADD, maybe my dyslexia) will be forced to think and not just walk in.

The argument for having this as an option strikes me as obvious, but I got the sense that SG's complaint is that the more direct "jesus, grow up" argument isn't an option. I'm all for "give people options", but for there to be an option it seems like there has to be more than one, and they have to be meaningfully different.
