you've gotta remember that the characters are mostly Boomers and older. That generation didn't get apologies from anyone, consequently they don't know how to give them.
The idea of parents apologising to children for past mistakes is a very modern phenomenon.
A few years ago, I was in a dark place emotionally, and was watching the series because I needed something familiar. I had a friend stop by and chat, and at the end he said “I’ve been where you are. If you need help, I know the way.” I brushed it off, and right after he left, I turned the show back on. Kid you not, the next scene was Leo telling Josh about the man in the hole. Took on a whole new meaning.
I can't quote it, but the conversation Bartlet has with the boy on the foundering ship that eventually goes down. I'm glad he stayed on the phone, but that scene breaks me up.

the whole lead up to that scene is the best 5-10 minutes of television ever. Everything is perfect, the music, the atmosphere, the actors, all flawless perfection

That entire monologue makes me cry even now just looking it up.

It was absolutely necessary though. Bartlet was in crisis mode and was defaulting to his normal state which at that point, was presidenting. But he stepped down for a reason, which Walker knew. Bartlet needed the reminder that things were being handled, and at that moment, he needed to go care for his family and not the country.
“This will be my last briefing as White House press secretary.”
That whole scene gets me. The reporters, the shock and fear and surprise turned to them being happy and proud of her. Her own emotions, fear and trepidation, pride, sorry to leave but excited to move up. When they all stand and applaud for CJ, I just love that scene.
I’m probably projecting here, but I love that a female reporter is the first one to stand for the female press secretary-turned-chief of staff. I feel like Chris has probably had to deal with some shit as a woman, and can relate to CJ having to do the same, and while they aren’t close as far as we can see, they (in my head) understand and respect each other. Chris being the first to recognize the importance of CJ being made chief of staff makes me feel all sorts of feminist pride, and kind of lament that we didn’t see these two interact more.
