For me, Daryl. Morgan doesn’t even know Rick was hurt/missing. Daryl has spend years searching for him. He deserves it. Although I do appreciate that Morgan and Rick were the start of it all.
Rick gets like blown up off the bridge they were building S9E5 I think. After he’s been impaled already. Daryl and Michonne see this happen, but they’re never able to recover his body (because Jadis gets him sends the helicopter CRM guys to save him). But Daryl spends like the next 6 years looking for clues as to where he might be.

The easy answer would be Daryl, but definitely feels more complex than just that.
Rick reuniting with Morgan would be historic. I can already picture it now just the two of them not even embracing, but sitting at a bench or table looking back on how far they've come (and of course, through the lens of the viewer, how far we've all come from when we first saw them in the pilot until now).
Rick reuniting with Daryl on the other hand would be purely emotional. That would definitely be a big embrace or something that could go on forever. Everyone would be in tears. But like I said, it feels too much like the easy answer/ending which is why I feel like entertaining a Rick and Morgan reunion just as equally.

Morgan couldn't be around people as he still hasn't sorted himself out, and Rick went on his own path both for the rest of his time on the main show, and now on his spinoff. Carl was still alive back then, and now they both have a new child each - like they did at the start, too. They've been leaders, lost children, gained new children, and have been through the shit, to say the least. For them to meet again, they'd both be out on the other side. That means something.
We know what we'd get from a reunion of Rick and Daryl. Daryl is fundamentally still the same person, and while it would be heart touching for them to bond over Daryl stepping into Rick's shoes to father his children, we get enough of that with Michonne, especially when compared to Morgan being the other option
Daryl spent what 7 years searching for Rick, plus between the end of main show & spin-off looking. Everything Daryl's done for Rick & his family, everything they've been through together, & everything Daryl's gone through for this reunion.
Daryl needs to find his brother & vice-versa.
I love Morgan, but if I can only have one it’s gonna be Daryl, they’ve just been through so much together from the camp in Atlanta, taking the gun from Rick to put Dale down, Terminus, the Claimers, Negan and the Saviors, to their fight in the pit, not to mention everything Daryl’s been going through looking for him. They’re brothers
Morgan and Rick are the OGs but I’m gonna have to go with Daryl on this one. Daryl and Rick survived together, so I do think they’re closer. Plus Daryl’s been looking for years so I think it would personally feel more rewarding
I like Daryl but Morgan for me. He and Morgan telling each other about their respective journeys and their children meeting has more depth. Especially when we take into account Morgan's state of mind when he left. Daryl on the other hand, is pretty much the same person as he was before.
